I wouldn't be so quick to call this one a hoax. I had one of these thrown in my driveway when I lived in Prairieville 8 years ago. Ziploc bag with a shitty printed flyer and a rock to give the bag weight when throwing from a vehicle.

I don't know if it is a hoax or not but just some general info on Bawcomville. The Bawcomville/Brownville/Seigle area once used to be a very poor white area. Now, it is a very poor area with a mixture of all races. A person driving around that area throwing out these ziploc bags with rocks and fliers is likely hitting a low percentage of houses with its target audience.
My gut reaction is that they were thrown by someone who is either a complete troll or a complete idiot . . . or both.
