So why even offer trip insurance or cancelation policies? Just because the flood affect a lot of people does not make it literally the worst thing that can happen to someone. What about a death in the family, the dad losing his job, a health issue? The list is endless, that is exactly why insurance is offered.
What the lady should of done is gone onto facebook to see if someone would rent that week so they wouldn't be out any money.

The company I work for has dozens of hospitals in the NOLA area and even as Katrina was unfolding our CEO gathered us all into a room to hammer out a plan to waive indefinitely their monetary and contractual responsibilities.
What it was going to cost us was not even a thought in his head at that moment.

Again, it's probably easiest and best to just give the refund, but how can you honestly argue against this:

My family rents out a property (actually got flooded), but they always, at worst, give them the option of moving their reservation to another week.
There are people that take advantage of their policy I'm sure, but if 1 out of 3 are truly having a family emergency, then it is still the right thing to do in their eyes

The rental company should have told the flooded renter they would put the property up for rental and if it gets rented for the days they had reserved, the flooded renter's money would be refunded in full. If not, then the "no insurance" policy would be in effect.
That's my opinion and it happens to be the correct solution.

There is a reason why the insurance is offered. It protects the renter in the event of something preventing the trip or some other reason a cancelation is necessary.

These condos are not owned by the rental agency, they are owned by people most likely.
When hurricanes slammed the gulf coast did people say hey, I know you can't give me the condo i rented, but ill help you out and pay for my week anyway.

And who knows what this actually looked/sounded like.
Real life:
"I'm so sorry. We have an obligation to the owners, but we will work to get this re-rented and if so we will be able to refund all of your money. I think we'll probably be able to rent it out."

"They told us tough shite, how can someone be so cruel!"

If the rental company has a contract with the owner of the property that can't be refunded then the rental company has a legitimate gripe.
However the rental company should be a little more sympathetic before just saying no refund. Perhaps respond in the same manner in which they did after the social media beat down.
On the finding of a replacement renter, it is unlikely that a replacement will be found in such a short time frame with a large portion of the rental base being affected by the flooding.

If the topic is getting a refund, then the family has absolutely done something wrong, that's not even up for debate. They didn't take the insurance that "insures" they can get a refund, that's doing something wrong by any definition.

What the rental company should do is tell the lady that the week has been booked. That would be the best recourse now. So then what will the lady do to help the company out since all was well? After all, the money is not spent until labor day.
