Where are you talking about?
In the renderings, it is close to the river. After reading a few more pages it appears to be a poorly drawn set of softball fields for UREC.

so by the time they are done, the people graduating now will have kids college aged. Then it will time for another face lift as they are finally finishing this one.

Well, it has risen so much partly because LSU is underfunded as compared to its peer institutions. A lot of people don't get that LSU is competing with other schools for students, faculty, grant money, prestige. You need a nice, modern campus to do that. And you need to spend money to get there.
I get really annoyed with people who don't care about making LSU a priority, or supporting it, or improving it. The damn place could be a powerhouse.

Good. Close down SUNO and a couple other 4 year universities.
Cut programs that dont prepare anybody for worthwhile jobs.
Make LSU a flagship that can at least compete with places like UF and A&M. Unrealistic to compete with public schools like UT Austin, UNC and UVA.

A simple drive through Southern's campus shows you what happenes when you do not continuously improve
