Imagine the protesters that will show up the next time a criminal is shot by police.

how are people being rewarded for illegally protesting?

Your problem is that you think that publicly protesting is illegal.

I saw video of people standing on the side of the road and police filling the street, then charging and arresting the people on the side of the road. That isn’t writing the book on how to respond to protests. That’s raising the chances that it turns violent and someone gets killed.

BRPD seemed to handle protests better than Ferguson and Baltimore

No, they are being awarded a settlement for "unlawful imprisonment" because the paperwork was not filled out correctly. The officers filling out the reports were lazy and gave the plaintiff's lawyers the ability to have the arrests invalidated, thus false imprisonment.

I don't know why I responded, because apparently you still believe that private property is a sanctuary where one can retreat if being observed of committing a crime and get away scott free.

The thought of paying there idiots is offensive, but settling with 69 people for $500 to $1000 is cheap AF in the grand scheme. I wonder what the plaintiffs attorneys receive

Public protesting into itself isn't necessarily illegal however when your protest becomes a public nuisance then it certainly becomes illegal. See below:

Sec. 12:100. - Noises interfering with enjoyment of property or public peace and comfort.

No person shall make or cause to be made any loud and raucous noise in the parish which is offensive to persons of ordinary sensibilities and which renders the enjoyment of life or property uncomfortable or interferes with public peace and comfort.

(Ord. No. 11697, § 1, 3-22-00; Ord. No. 12010, § 1, 5-9-01)
Sec. 12:101. - Same—Enumerated.

The following acts, among others, are declared to create loud and raucous noises and shall be deemed a violation of this chapter, but such enumeration shall not be deemed to be exclusive:

(1)

The use of any abusive, indecent, profane, or vulgar language in a public place, when the language by its very utterance tends to incite an immediate breach of the peace.
