I think state and federal officials are preparing everyone for the worst. If things look up you can always lift restrictions early and everyone will be happy. Saying there will only be 3 weeks of closures, and then having 10 weeks will piss people off.

They won't have to. They'll just permanently pull the licenses of the few they catch and make damned sure it's public enough for the rest to know they're not fricking around.
