Sounds like they didn't get the numbers they wanted to justify extending Phase 2 so be prepared to hear some bullshite tomorrow or Thursday.

Announce the testing isn't where you want it to be, hold off on a phase announcement, dump a back log of cases and then cite the rise in numbers as a reason to continue phase "2".
