No one has asked him to explain.
But, as I understand it, per what he has said thus far:
Bars can open if the parish they are in has a two week positivity rate of sub 5%, and the parish opts in to allow them to open. They are restricted to 25% capacity indoors, and 50% capacity outdoors, all patrons must be seated, and all must be served alcohol table side.
Alcohol can only be served until 10pm everywhere (including restaurants). Bars must close by 11pm (I don't recall if restaurants must also close by 11pm).

He made Phase 3 more restrictive for restaurants and restaurants acting as bars.
They could previously serve alcohol with no time restriction.
Now...they cannot. They have to stop at 10.
