So bars with a restaurant conditional permit can still have indoor consumption? Positivity doesn’t matter?

A lot of them did not announce that they are closing either way. Many are on their last legs as it is. If Pat O'Briens can't make it, who can? Funny how his nursing home cronies are not affected.

I appreciate the less than 24 hours he gave us to get into compliance. Luckily I never really got far above 50% capacity due to distancing guidelines

From what I was told by local pool hall/bar owner that was one of many that got a "restaurant conditional permit": there were some additional restrictions involved with the permit, mostly with smoking not being allowed in the establishment. Once bars/pool halls were allowed to open back up, many willingly forfeited the restaurant permit so that they could ditch those restrictions. The REALLY big problem is that, per this owner, the bars can't reapply for the restaurant permit once they give it up. So bars are going to get fricked worse now than in the previous shutdown.
