It doesn't. We're closed for the year here in Kentucky (all online instruction) but moving into opening some things back up with restrictions. And we were never under a full-on state at home order (pretty close to it).

No, that is a state decision. It would stop any emergency aid that the schools are using to pay employees for the remainder of the year, but that money should already be in the budget.
They also have saved a TON on money on maintenance and other operating costs, so it should be a net gain for the schools by now anyway.

What are you not understanding? Texas is still under an emergency order. If the leg gets their wish, our emergency order would be cancelled entirely.

He doesn’t want to give the legislature time to do anything more than swallow his load of new Covid taxes. And gives zero fricks about how many businesses and lives he ruins in doing so. He owes his re-election to GumboPac, in return he promised them he would scuttle any attempts at tort reform. All he has to do is stall this a few more weeks, and any meaningful legislation falls by the wayside, and next year is a Fiscal Only session. He’s using the black Caucus to run interference for him, which they’re happy to help with since they don’t want tort reform either.

Said they’re pushing to have the petition by tomorrow. Relayed to me the story that was in the interview yesterday. Honor Code had them all in the call, assured them of phase 1 opening or something similar (had been telling them that for weeks). Talked to him again 45 mins before the press conference and it was the same story. They all received an email 5 mins before the conference saying he had no plans to open. Told me in so many words the legislation is pissed at JBE for lying...for whatever that’s worth

Again, they have multiple moves. Threaten to end the order and get the gov to negotiate a new order or a pledge to revisit in a week under clear state data (which already meets trump guidelines), etc. If that doesnt work, end the order for x hours and try again.
If all that fails end the order and request the parishes immediately file their own trump phase 1 Emergency orders and request waivers for any federal aid that the state would get.

Are them legislators gonna nad up or what? Some of you baws should look into primary-ing the guys sitting on their hands?
All kidding aside though - if they did open up the schools I'd be there in a heartbeat. Heck, in my district they are going to open up classrooms for an hour or two each next week on a very spread out basis to get any personal supplies and stuff and I'm going just cause I want to be there.
And for those questioning whether teachers can plan lessons if it opens up - damn right we can. I don't know about all the issues about funding and waivers being lost, etc., but I don't think anyone should use a statement that teachers can't put plans together as any excuse. That's our job.
