He didn’t say it won’t be in effect. He said it’s looking like it won’t be in effect. There’s a difference.

No, he said it won't be in effect on June 1, then moments later stated mentioned "the way things are going." Bottom line, it will either reopen on May 15 or May 31. Reopen doesn't mean there won't be modified restrictions in place. JBE and Scalise both said that there will be modified restrictions.
