No it’s not. Look at the video posted earlier during the immediate aftermath where the cops were giving somebody CPR on the ground next to the truck. The flag looks the exact same in that video. It looks like the flag simply never unfurled. My guess is the guy put it up right before he drove down Canal, and it simply never unwrapped all the way. This conspiracy theory crap is ridiculous. There’s no way that the average law-enforcement officer in that situation is worried about covering up a flag.
