I think that is bullshite. This isn't a long game by the CCP, it is just Chinese entrepreneurs doing Chinese entrepreneur things: filling any demand they can at the lowest price possible. It is just like consumer goods IP theft/fraud. The government does a dog an pony show crackdown about once a year (it literally has a window of time for each industry) on each sector and a couple of months later the same counterfeit companies are back to full production. They give a couple of people lengthy sentences, but most of those are ones that played outside the party lines, and it is a win-win. They get their show trials for the West and lock up non-compliant citizens at the same time.
IMF deaths have plateaued and started to drop because instead of fearing IMF junkies are seeking it out as a stand alone drug because it is potent and cheap. It is still being used in unexpected polydrugs that cause ODs but in general it is turning into a more mainstream drug well as much as a junkie drug can be mainstream.
