Preventing yourself from freezing to death during the winter is more important than saving $100. Pay the gas bill and put the remainder in savings.

I pay about 120/month for car insurance on a v8 muscle car as an unmarried male with a $0 comprehensive deductible and $500 collision in AL.

Obviously the person this budget is set up for is renting, so at most they have vehicle and renters insurance. Renters was next to nothing when I had it while in college, maybe $20. That leaves $80 for the vehicle, which is reasonable.
