You may have a criminal case....look up his license and see if he is a general or a "handyman." He would be limited to 7500.00 jobs if not a general and typically you can find a nice detective and ADA to prosecute financial abuse of the elderly.

Eric, it's probably fair if they did good work in a timely manner. I just redid a master and all labor, demo, and installation work was $7500. Then I had to supply the tile, faucet plumbing and tub which was another $3000 in material. But that was a master and I'm in Houston area.
The tub selection or tile selection or fixtures are what can drive a price up.

Renovation work is extra charges guaranteed as past sins and rot gets uncovered, causing a lot more work to be done than in the original estimate.

check out the walk in tub advert on day time tv. they frequently state they will give a 5500 dollar discount . your mom could have done a lot worse

This could easily add 30% to a price and was there a deadline to have the work done before christmas and when did the work start?

Sure, but outrageously raising the cost from estimate price without a good reason is not a valid reason to get paid.
If a contractor did that to me I would withold final payment until we negotiated the deviation from either price, estimate, or contract.

The initial quote was a little over 5,000 and then when the work was completed he said it turned out to be 11,800. And my mom paid it for some reason.

I deal with contractors all day, every day.
If he didnt approve additional costs befoe performing, that's not your problem and you owe him no more than initial agreed upon amount.
Problem for you is that you (or your mom) already paid him.

Install backer and waterproof barrier are low cost items. Fixing drywall could be minimal work or significant but not high cost anyways. Could require multiple trips but not any substantial material costs.
The rest is dependent on the materials.
I can’t see anything in the list provided that would drive the cost up unexpectedly and as much as it did.
Mom screwed the pooch by actually paying him it sounds like.

OP mom got hosed. Put it this way, if you had the skills to do this work yourself, you are probably looking at $2000 max in materials and a month of weekends doing it. That dude just made $8000-$9000 for a week of work if he did it solo and $7000-$8000 if he had a helper. $5000 would have been fair unless your mom selected some tiles and fixtures imported from Italy and something you would find in a custom multi million dollar home.
