Dealers give samples to their regular customers all the time.
The suburban fear of them giving them out to broke arse little kids kids on the street didn't credit them with a very nuanced business model.

I recall some program in late 90s/early aughts that took the dimensions of the BT and put it in other locations yielding similar results - one being around Indonesia as I recall.

It sucked because I always liked the mysterious nature of the BT.
