If they aren't using a good VPN, they will be fined or jailed or both.

Back in the 90s a guy my dad works with was selling those old cable box de-scramblers and got caught. He had to file for bankruptcy after they fined him $500,000.

Not legal. Online content is not that expensive, Netflix, Hulu, HBO. etc. Man up and pay for the content you use.

This. This is a civil matter, so jail isn't likely unless something led to contempt charges. They will prob get that letter eventually. They'll be warned to stop or get a fine/charge/lawsuit for the movies. Most lawsuits only occur after a few warnings. They're prob good until they get a letter. They'd be wise not to ignore the letter. They'll may have their internet blocked until they meet certain conditions. that's all unless they mask their ips.

I could probably get this in my new place with no issue. Living out in the country no one is going to care.

Aren't these just Android boxes with Kodi preinstalled?

Kodi or just an Apk (firetv addon not available in the Play Store but you can manually install or side load). The EU has started cracking down on people that sell the pre-loaded boxes but not really on people just streaming movies. The thing is, the addons that work when you buy the pre-loaded box probably will stop working in 6 months or so. So you have to educate yourself how to find and install the latest working addon and most people don't want to mess with that.
