Is it Legal? (Asking for a couple of Friends)

My next door neighbor and my friend bought Free Stream boxes and have them set up on their TVs. They can pull up an almost unlimited menu of movies and TV shows as well as Pay Per View - all for free.
Surely (yea, I know, don't call you surely), that can't be legal. What's going to happen to my friends?
