Dr Pepper is owned by Dr Pepper Snapple Group in the United States. There are a series of licensing arrangements with Coke, Pepsi, and independent bottlers to distribute DP across the country; hence, the confusion on which company is the brand owner.

The core of Dr Pepper Snapple Group was formed when Cadbury Schweppes spun off its beverage Americas business to focus on confectionery around 2009. The rest of DPSG as it sits today was formed through a multitude of brand acquisitions (brands such as Mott's, Snapple, IBC, etc) and bottler acquisitions shortly after being spun off.

Dr.Pepper/7up aren't part of either, and i believe were bought by Snapple?

So it's pretty much whoever they deal with to distribute their goods. free agent sort of deal.

Dr Pepper, 7UP, and Snapple are all owned by Dr Pepper Snapple Group in the US.

When it comes to distribution of beverages, the bottler and distributor networks in the US are quite complicated. They have been owned by the parent companies (e.g., Coke, PepsiCo) and spun off a number of times. Generally speaking, Coke, Pepsi, and DPSG own some of their own distribution but use a network of distributors to cover the entire US.
