Well it's a fricking dumb law....bikes belong in bike paths which I fully support the construction of, not on a road where the traffic is moving 30 mph faster than them

That’s known as riding in the gutter. Cyclist are taught NOT to do that because it encourages unsafe passes by motorists.

More unsafe than running head on into a cyclist in the opposite lane?
Cyclist should be rising on the shoulder or as close to the shoulder as possible in my opinion. It allows for significantly easier passage as well as minimal as possible disruption to the flow of vehicles.
