West Virginia has a mining based economy, you're not going to have a lot of college grads there.

Actually, cities period are liberal.
The largest city to vote Republican in the 2016 general election was Oklahoma City, which means that about fifty more populated cities than OKC all voted Democrat.
White or black, cities are liberal.
