If you use the fb app on your phone it will do things like that. I’ve noticed when I delete the app and run fb from browser it doesn’t track and have such personalized ads.

It'll typically suggest people whose profile you viewed, then people who are in similar facebook groups, then people who watched the same content as you, then people in your local area.
So, if you're scrolling down, and pause on a random post of someone fishing crappie, good chance others who paused at that same spot will be suggested friends. --- over time, not necessarily that one instance.
I think the algorithm intentionally hides people who view your profile from your suggested friends feed.
Be aware, that any profile you view, will stay tattooed to your account for 6 months. It's hidden in the background and you can't delete it like you can other things.
But to your point, facebook does use trackers, and tracker pixels and it is insidious with the data it keeps on you. It may not suggest friends because of Tigerdroppings, but you can bet your arse Facebook knows your TD handle.

Dunno why they’d bother because any pictures of her they can find would be of a woman from the early 1970s in her early 20s. She was only 23 when she was killed.
