Same reason relatively few people that stay all four years fail out of college. Would be bad business to fail a high percentage of students even if they shouldn't have been there to start with. As a retired Naval Officer, I can truly say it's simply amazing how dumb some highly educated people are.

People give Mattress Mack shite but he opened a free school that teaches HVAC, plumbing and electrical for free, with free childcare for anyone. It also allows people to get their GED.
