He probably believes Lucky Larry was also the first building owner (he wasn't the owner but whatever) to get terrorism insurance too

The new complex, with less square footage of office space, has so far cost over 20 billion to rebuild. He really got lucky didn't he...

Answer: The kind that just over a month after signing the lease experiences an "event" that nets him $5.8 billion in insurance (4.6 from the "terrorist" attack, and 1.2 from American and United Airlines).
BTW, Silverstein only put up about $14 million of his own money in the original lease deal.
Not only that, another $20 billion of public and private investments were collected to rebuild the complex. Silverstein, his partners and the Port Authority owe about $3.3 billion of debt, held in the form of tax-exempt Liberty Bonds due in 2100, on the properties.
ETA: He's one happy guy...
