I got a speeding ticket like this in the mail last week. It was when I was in a rental car in Toledo, OH last month.
The only thing that concerned me is that it says it was taken by an officer using a handheld device. Would that make it more legit?
And, I did log in and look at the video, so there is evidence that I received the ticket.

As far as the line about using your tax refund, that's common in collections letters sent out this time of year.

BR can't do a god damn thing. Yet. If and when they make changes to the enforcement of these photo tickets, it'll be all over the news beforehand.
My only fear about having one now is 5 yrs from now they suddenly give the company the ability to tie it to your license/registration process and/or credit report. AND it's retroactive. So my $167 fine is now $824.
