I got the Red Light Ticket collections letter today

So what do I do with this letter? Do I dispute it within 30 days? Or do I ignore it?

Maybe they can just ask the IRS to mail them a little of the 20k I sent them this year. That line was really weird. Perhaps you can use your income tax refund.
