All correct. Add to it that the bridge width, i.e. lane width and shoulders also contributes to the low rating.
This radio article is a life-like version of "the sky is falling".

Namely, they have to figure out how to build a 6 lane wide bridge while keeping the existing 4 lane bridge open for traffic and threading the line between railroad tracks, large businesses, and refineries.

Exactly. Now about 15 years ago the bridge was in very bad shape as far as the shear forces on the bolts. The bolts were changed and the the steel was blasted and painted in 95% of the bad spots. The bridge is not in danger of falling. Its stupid people say this. Hell it just got approved to handle way more traffic than it currently is due to maintenance shutting down lanes on 210.
Anybody worried about that bridge falling and holds their breath when crossing is stupid or believe the scare tactics.
Now the westlake-moss bluff bridge looks scary as shite too with all of the concrete columns being cracked with holes through them. But it was designed as a draw bridge and is so over engineered for the amount of traffic it handles its not even funny.

There was a thread about the LC I-10 bridge a few years back. I asked the same question. Why is the bridge so fricking high? According to the responses is that when it was built back in the 60s/70s there was boat traffic going underneath. Not so much now. What is EDC?

If that bridge really is in that bad of shape that it needs to be replaced, then it makes the decision to waste tax dollars to build that ridiculous bridge in St Francisville even more perplexing

your confusion is based on ignorance of why the Audubon Bridge is where it is:

I've been wrong on the origins of that bridge for years. While the LC bridge is more important, the Aud Bridge was a totally separate issue when conceived in 1989.

Yea I remember hearing the soil below the bridge is polluted as hell and there are some serious concerns about disturbing it.

The politicians in New Roads and St. Francisville were more united in their support for a bridge and agreed on placement. They pushed for it since the 1960s.
Baton Rouge hasn't really found consensus on the general placement of their new bridge until recently - and it is still only narrowed down to two spots.
