I don't think Spann is trying to fear monger with this. That was just one of several possibilities he mentioned in that update. He also mentioned the possibility of this thing remaining weak or even dissipating at some point.

If this stays weak maybe it could be an overall good thing bc it could potentially break up the algae dead zones in the GOM

Not really. The next 5 days it's kind of in a somewhat unfavorable environment, but after that...

I think that's why they gave it only 20%.

If a trough weakening the AB Ridge is a given, then Louisiana will likely be on the dry circulation west of the TC. Nothing to worry about ?

The upper levels could be more favorable for significant development then they are right now. However, it's a long ways off and the n/s looks pretty active, so there will be plenty of opportunities for PV streamers to dip in and disrupt things.
