You're right. 3.93" in a 90 minute duration is only 2.63" per hour which is around a 10 YR storm event.

My dad just told me about a woman in New Orleans that drove trough a barracade into a flooded underpass, then had to be rescued by a cop. If you want to risk your own life fine but now you're risking the lives of people who have to come save your stupid arse.
