What kind of noise does it make?
If it's knocking, the water hammer arrestor will help.
If it's whining, the flow is restricted somewhere. This seems more likely since your pressure is also low. I'd check the supply lines, and maybe take the faucet off (with the aerator out) and try to blow it out in case gunk is built up in it.
Sounds silly, but is the supply valve open all the way?
Is he quoting the correct length? You said 15' long on each side - 30' total. His quote is for 30' on each side.

ETA: At 3' tall, a retaining wall may or may not have a footing at the bottom. He may be accounting for that. Either way, I don't think it sounds terrible if you really have 60' of wall and some additional driveway.

First, and hardest, step is to block all potential points of entry. Any opening bigger than a damn quarter. Then lots of traps in areas with signs of activity. Check them regularly and reset them after a kill. Every now and then move them around. The bastards in my attic were especially fond of sunflower seeds.
It's an absolute pain in the arse, and you'll have to keep up this routine for a while until you feel like you got them all. I fought mine for months, and I still get an occasional stray up there.
I had a good experience with Menzie, too. They had a huge selection of remnants at the time, and I was able to find pieces big enough to do two bathroom vanities for just over half the price of a new slab of the same granite. They also did the fab and install and did a good job.
This was about 6 years ago.

This has been my experience with USAA. They've been fair, and actually kind of generous, with payments on the claims I've had with them. I've had to answer a few questions or provide more info but haven't had them deny a legitimate cost. Sounds like the shop is trying to be slick and the adjuster's staying ahead of them.

PSA: On most pumps that do this, one of the two middle buttons on the right side of the screen will mute the sound.
I dug a stray one out of my flower bed once. They go straight down into a kind of bulb, like the base of celery. Pretty deep, but not much root spread to help mitigate erosion.

Titebond is my go-to, but for something like this that won't really see any load, any wood glue would be enough.

Since you already have a new flapper, I'd look at replacing the tank gasket next. I've had one develop a very slow leak there before. The big gasket between the tank and the bowl.

This is exactly how it works. You ever seen those big white lines painted across the shoulder? They're in pairs, spaced 1/8th of a mile apart. The plane clocks how quickly you travel that 1/8th mile. I learned this from a state trooper in a defensive driving class I once took to lower my insurance rate.

I caught a Black Friday deal on a new set of Coopers there a couple weeks ago. Tires were delivered to the store in 2 days and installed the next morning.
They left a few little dings on the lip of a couple of my rims from prying the tires on/off, but it wasn't enough to bother me. With the tires on sale, TIC was almost $200 less than anywhere else.

The brace doesn't have to go the full width of the shelf, but the more overhang you have, the more you risk the shelf tipping off the end of the brace if you put too much weight on the edge (think sliding a heavy box off of it). Make sure the shelf is secured well to the top of the brace. I'd probably go at least 3/4 the width of the shelf, which would be 13-14" in this case.
