intensely low pressure pulls water to the storm along with very strong winds in the same direction. nearshore waters in the islands are generally shallow and it doesn't take much to pull the water off of the shelf
it happens all along the storms path but you only notice it in shallow areas, and then unfortunately where the storm comes ashore to dump

Lol... originally Miami was the spot so they Jim sent there. Jim has turned out to be a blessing/curse the last few weeks.
