Low level and mid level center aren't on top of each other. It's hasn't had any northern movement at all and has been pushed a little south while maintaining a due west component.

Losing latitude just means moving south vs expectation.
Vertically stacked refers to the vertical (shocking) organization of a storm. For the tropical system to feed off the heat most efficiently, it needs to have the circulation vertically aligned.
In this case, the shear is pushing on the storm and the mid-level circulation is offset to the NE. The storm is literally being pulled in different directions at different levels. That doesnt support strengthening.

Why the downvotes? The 12z of both euro and CMC mirror each other all the way to the tip of Florida. GFS has an unrealistic intensity with the atmospheric conditions

The ridge over the Southern Plains is still there, just like a couple of days ago. The change has been with the Atlantic ridge over the top of the system, it has trended stronger over the shorter term. That imparts shear on the system which keeps it disorganized with the LLC racing westward. The farther west the ridge over the top pushes the system the smaller the OTS window gets.
