Well your neighbors didn't plant the trees and it's not their responsibility to pick up leaves around the neighborhood from their trees.
Do you pick up your leaves that fall in his yard earlier in the year?
If you want your yard leaf free, I believe it's your responsibility to clean up your yard.

I'm not asking them to clean my yard. Their yard has just been covered for weeks and since they never bother cleaning it up, a significant amount of the leaves make it to my yard.
I guess I'm just OCD about this. I like a clean yard. They don't. It is what it is.
