How to put filter on shower head?

Should I call maintenance or is this out of their jurisdiction?
We have really shitty water and it's fricking up my hair
It looks like they caulked the shower head on and there's no getting it off
I want to put these on
What tools do I need to get the old one off? Pretty sure I can follow directions on the new ones

That's teflon tape, not caulk.
Get a pipe wrench or some channel locks.

Looks more like tape than caulk.
Need to pad the head (unless you're not worried about scratching it) and use channel locks or plumber's wrench to unscrew it.
Put new plumber's tape, screw on the new head, and you're good to go.

That's teflon tape. Just use a wrench to get it off or wait for one of the hardlegs on this board to come help you out.

Just unscrew it. Most likely you can do it by hand, you might need a pair of pliers. Then screw the new shower head in its place. Use plumbers tape (the white film) to create a seal between the connections.

Ok whew. I bought these. Will they work? And what are channel locks?
I'm going to ask a friend to do it when he comes over later. Just want to have the right tools

Yep that's Teflon tape not caulk. What the post I quoted said plus don't over tighten what you put on, also use two pair of channel locks and hold back on the nipple so you don't unscrew it inside the wall.
