I have done the dilute vinegar rinse with no problems. I don't think it's something you should do several times a week though.
Does your hot water smell nasty? There is a bacteria that grows in hot water heaters and can mess up the water.
Sally's carries an Ion shampoo that will remove the gunk, but. I'm wondering how good that is if you have to rinse with the same funky water.

That would cause it to expand, thus making it more difficult to remove

Not with cooling being at a different rate from the threaded pipe and the shower coupling head. One expands and one contracts at a different rate, hence making it easier to remove. if not, a sledgehammer is the next best option.

I need to wash my hair so I want to do it tonight. But I asked the apartments and they said maintenance would do it

That's exactly what I was thinking. They have a whole hard water system at Ulta
But now that I've read about it I'm concerned about my skin too

Looks like you're gonna have to shave your head and join the Hare Krishnas.

You could try the filter you bought and if it's not working as well as you want you could probably add one at the connection.
