Uh no, the river is important but modern dredging has allowed ports like Mobile and Houston in the Gulf to compete and even pass NOLA.
Real estate that averages 3-6’ below sea level would never be viewed a “most valuable in Western Hemisphere”.
Even seen places like Manhattan, West Palm Beach, etc.?

He had juice with the Commission in NYC and the guys in Chicago. Most powerful....probably not, but no one was willing to cross him in that world especially in the late 50s and through the early 70s.

Meh, he ran a casino in Jefferson Parish for a bigger fish in NY.
As far as control it was the French Quarter and Jefferson Parish, but not New Orleans outside the French Quarter. My wife was a next door neighbor with him in Metairie Club Gardens. Mo in law said no issues and he wasn't a member of the Metairie Country Club.

My grandmother had pictures of Carlos and my grandfather all over her house. One would assume from the pictures that they were related or very close friends. My grandfather died before I was born and Carlos a few years after. All my grandmother and parents ever knew (or would say) was that my grandfather worked for Marcello.

Interesting fact:
Carlos was an avid musician and near professional level violin and cello player. Also a pianist but preferred the string instruments.
He would often sit in with the local symphony under the stage name Marc Cello (the cello was his concert instrument of choice).
