You don't say anything to a member of the opposite sex. Not "I like your suit," "I like you hair cut." NADA. This applies even more so if you hold a supervisory position over that person. Stay far, far away unless you want to visit HR and possibly lose you job. An office is a no compliment zone as unless it's to their work product.

Just don't say anything at all...I learned my lesson..
I worked with a couple of people who thought it was great that they would douse themselves in perfume and cologne. I have always have had a reaction when someone wears too much C or P. I said something to someone else and it got out that I was complaining and I was chastised. I did get a physical note from an anonymous person that said "I agree with you but you shouldn't have said anything"...
