How do you feel about this employee pay plan during a shutdown?

One company has shutdown and announced they were going to pay their employees over the planned shutdown (estimated to be about 3 weeks, possibly more). Sounds very impressive.
However, they also have stated that once production begins, they will be forced to work OT on Saturdays to make up lost production and that they will NOT BE PAID for this OT work.
Not sure of the full details, but I imagine that there is some setup for each shutdown day's pay they'll have to work about 1 OT Saturday.
In a way, it doesn't sound bad, but it does seems strange to not pay someone for working.

Probably a lot of people who would take extra work to avoid being laid off.

They can show their largesse all they want , but all work over 40 hours in a Sunday too Saturday week must not only be paid but at time and a half.
Even if workers are so appreciative they would forego these payments there will always be that one in the bunch who would file a complaint.

Illegal if they are non-exempt and working the Saturday puts them over 40 hours for the week.

Illegal as hell, even if you paid them during a shutdown. DOL Wage and Hour would crush you.

The flip side is it sounds odd to pay people for not working. I am guessing the company is honestly trying to not lay off all their employees and help them through the tough times but get squared up on the back end.
