Why are we going in 2028 then? Apparently NASA thinks we need to.

We are going for the first time.
They are using the same test that they apparently did in the 60s to land on it.
If we did it in the 60s just fine then we shouldn't need to be testing with unmanned crews and then sending crews in orbit of the moon.
We did that 60 years ago.
Sounds like the technology got worse or didnt exist.

Humans havent touched the surface since 1969. If it was that easy they'd have sent humans with iPhone to take selfies.

Not exactly. The moon isn't "on the way" to anywhere. It's in orbit around the Earth (technically the Moon and Earth orbit around the Earth's barycenter - and both share an orbit pathway around the Sun).
However, the Moon is much closer and operations there are easier to support than, say, Mars. So, you can practice for Mars by working on/around the Moon.

We’re using it as a way to eventually make our way into deeper space. The process of getting there and getting back will help with future space missions.
