I have volunteered and worked with these guys. Mostly in Houston, but a bit elsewhere too. I'm sure y'all know the scam, but in case you don't...
1. 95% of the "spare" cash and change you give them will go to cigarettes, alcohol and drugs
2. they DO have access to SNAP/WIC/etc. Some of that does get them food (in addition to free food resources). But there is a black market in those programs, whereby, if the benefit is $175 per week, $50 covers a few actual necessities (legit use of the card) and they can sell the remaining $125 for ~$40 or $50 cash. And they do.

I’d argue that people who are so addicted that they become like this have some mental issues. Either way involuntary commitment gets them clean and off the streets

If you wanted to engage in such a fraud, I GUARANTEE if you brought a $20 to a homeless encampment or overpass, you would get some takers with $75 or more on a card they would sell you. And they'd even go to the store with you to prove it had that value.
Only 3% of them would slit your throat en route to the store.. so there's that.

I personally think it's awesome that's happening to San Fran. I hope it ramps up. I hope every other square foot of that city is graced with a pile of homeless people's shite.
