I've had several over the years. I'll usually step out towards the street as they're coming speeding down. They'll stop, and either apologize or give me a "F*ck you, I'll do what I want and whoop your arse".
Once they do the second, I simply call the cops. Cops show up at the offender's home and give him a 30 minute runaround. That usually slows them down.

On the first page, we have two posters that threw a brick through a moving cars window and 2 posters who watched their father peg a moving car with a basketball. 4/19 post on the first page. Classic OT, never change!

Somehow one of those big balls started rolling down the driveway and into the street as some speeding car was approaching... the driver panicked and the car swerved hitting a brick mailbox.
It was the strangest thing, not sure where the ball came from or how it ended up in the street at that moment of time........ but it solved the speeding issue.

Take a pic if you can.
Note day and time
If you can find two markers, such as telephone poles, measure the distance and the time he takes to transverse that distance. Plenty of online speed calculators to help calculate his speed.
Visit the local cop or cop shop in person with your findings
And do not make it personal about the driver, just your concern about kids, etc.
We did that here in BTR with great success. Turns out our zippy driver was going between two jobs and was trying to avoid south BTR traffic. I got the impression that he was advised to never be seen on our street again.

I once forged a letter from the sheriff using basic images and such and mailed it to a guy telling him to quit being an asshat, he's been spotted on several cameras and dashcam videos, etc. Said his license plate and drivers license has been noted and any instance he's caught driving like an arse would result in license suspension and reckless driving charges. Never saw him doing stupid shite again.

I'd get a few clips with my doorbell/security cam and provide them to police. If the guy really is going 60+ in a 25 it's going to be noticeable on video.

How old is the speeder? Seems like a teenage behavior. Teenagers either completely fold upon being confronted or they get super aggressive. Given that he does 70 on a neighborhood street, this kid will probably try to intimidate or fight you if you confront him.
Id try to talk to the people that live a few blocks down. Don’t be super aggressive but knock on the door or give them a call if you have the number and just lay out your concerns and ask them to talk to him.
If that doesn’t work, call the cops.

This. "But, but, but he was speeding" is not going to get you out of the criminal charges and financial responsibility that go with throwing a brick through a moving vehicle window.
