They can try to tie it up for years but some of the grounds they are expected to use (ex - parish charter limits EBR to four municipalities) are expressly overruled by the state constitution and case law.

What legal grounds do they have to stand on though? We have precedence in places like Central, Zachary and Baker. I think they have resigned themselves to the fact that it's likely to pass and have some major pucker factor going on right now.

I don’t think it will be tied up in court for a long period. It will take time to work through the issues and the legacy cost could end up in court but not really much else that can be done.

if they go to court, by the time it gets to a trial and to the appellate court, JBE will be out. they have a shot that when it passes now, JBE has some control over things for the early stages. giving that up when a win in the courts is unlikely would be stupid

Because that district is NBR, Baker, and the blacker part of Zachary. To say it is a black majority district is an understatement.

I'm just curious about what legal challenge they could come up with? Seems like they've followed the same process that other areas have successfully.
