Well shite, you didn't say Medina in the OP. There's two forbidden zones in KSA and they are small portions of Mecca and Medina. Only muslims can go into those areas.
But by no means does this apply to all of Saudi. Hell, it doesn't apply to the whole city of Medina.

I spent a few months in the Dharan/Damman area back in 1991...that area's a lot looser than further west...
