I inferred that the Saudi government isn't willing to pay for a non-Muslim to stay at the nice hotel.

I have been there before as a guest of the government and was treated like a king. Much better than what my company would probably let me expense. But again, it may be from a different Ministry and they have a different budget or something.
But what was posted in the OP is definitely not the way it is all over KSA. I will say this, you DO need to brush up on local customs before going over there because they take some of them very serious. But I honestly have never had a problem and I see it as being respectful of another culture and being a good guest in a foreign host country. I know I'd be pissed if someone came to USA and didn't respect our laws/social norms.
