Present day they still get it from fossil fuel, but the answer is staring them in the face. Fuel cell technology...hydrogen.
Learn to separate it from seawater...what comes out of the tailpipes of fuel cell vehicles...anyone?

Where does the energy for electrolysis on an industrial scale come from? Or high purity water for that matter?
It bears repeating that hydrogen is not a fuel, but a means to store energy. And it's a poor one at that. It's hard to compress and contain. It is high flammable and flammable over a very wide range of concentrations. Do you want the same people who can't pour piss of out a boot refueling their hydrogen-powered car?
I don't know what the right answer(s) is/are, but H2 ain't one of them.

But if power is out in literally the entire town, you'll likely have much less need to go anywhere, so you probably aren't driving around much, so I don't see why your full charge wouldn't easily last you more than a few days. If you have to drive a bit farther out, then you're likely driving to places with power, and you can get to a supercharger or destination charger to charge up.

It's 5 minutes now to tank up and really only 15 minutes to get a quick charge to 80% which is all you need generally speaking.
So as of 2021 it's 5 vs 15. I doubt we'll see improvements to cut the 5 minute time down, but I am certain we'll see improvements on the 15 minute charge time for EVs.
Does it take longer than a gas vehicle? Of course. Is it as long and tedious as many think? Definitely not.

There’s no way the nationwide electric infrastructure can be in place by then...and, where does that electricity come from? California-like rolling blackouts will be commonplace.

Until a Republican wins the presidency in 2024 and then abandons the idea of this. Then a Democrat will win in 2028 and they'll say no more fossil fuels by 2040. Then a Republican will win in 2032 and they'll abandon this again. Then a Democrat will win in 2036 and they'll say no more fossil fuels by 2050. Etc...Etc...Etc...
