The fact that A kid had a rifle isn't the issue. Millions of kids shoot all over the country , hunting or at ranges every weekend.
It's that THIS kid with THAT particular history had a gun. That father is a fricking idiot and deserves whatever happens to him.

They can go to shooting ranges with their dad and still not have unfettered access to guns, which I assume is the case here. The gun was obviously not locked away. A 14 year old is not mature enough for that responsibility.

It is both as you say. It wouldn’t be appropriate to let any kid have access at will to guns without adult supervision, regardless if he has mental problems.
