That money should be going to the business owners who’s livelihood was destroyed by rioters and looters.

While i think this is a ludicrous payment, and agree that he was a fricking drug addict, deadbeat, leech...

Taxes arent life insurance on the chance you die by way of the government (which he didnt...)

There has to be another mechanism to decide these settlements other than a sympathetic city council giving away the farm in taxpayer's money because it gives them warm fuzzies. A fricking brain surgeon wouldn't get that settlement in a wrongful death suit.
