Yikes!
Kid tried to go to Syria. Was arrested and returned and released. Tried to go a second time. Was arrested returned and given house detention.
They were turning his electronic tag off a few hours per day to allow him to leave the house. The murder occurred on one of these "off" periods.
News Flash - France is going to review their security procedures.
