It definitely should be illegal for a public school teacher to have sex with a high school kid on school grounds. I don’t know about rape.
It should definitely be against school policy and immediately fireable to have sex with a student at the school you teach. Beyond that, yeah I don’t know.

Alabama raised the age of consent for students in these cases to 19 a five or six years ago. There was a case where a teacher had a relationship with an 18 year old former student the summer after he had graduated and she was still convicted. The law was challenged a couple of years ago, but I can't remember if it was this case or not. The challenge failed I think.
