Garibaldi, who first told police he heard a gunshot and found Mendez wounded outside, has now been charged with manslaughter with a weapon and felon in possession of a firearm.

According to Tampa police, a witness at the scene of the alleged shooting said Mendez, 23, was sitting in a chair when he put on the bulletproof vest in question. After "wondering out loud whether it still worked," Garibaldi allegedly whipped out a handgun, said "Let's see," and then shot directly at the vest. When police responded to reports of a shooting at the residence, they found a "projectile entrance hole" in the vest.

Sadly, this incident isn't the first of its kind. Back in May of last year, a 19-year-old man was shot and killed by his friend while wearing a bulletproof test. According to ABC 10 News, 21-year-old Elijah Lambert allegedly shot and killed Miguel Henry Martinez while "fooling around" with a gun and a bulletproof vest.

Vests are bullet resistant, not bullet proof.

True story: A couple of guys who worked for my dad were squirrel hunting on a Sunday. No squirrels, but apparently some intoxicants were involved. The dumber of the two decides he'd like to see how his steel toed boot would hold up to a shotgun blast. The smarter of the two was willing to participate in the experiment, but only if the dumb one actually took the boot off.

The dumb one showed up to work Monday morning with a shredded boot, but with his foot intact.

If it doesn't stop a bullet is it still a bullet proof vest? At what point does it become just a vest?

I don't know anyone, other than police officers, who have bullet proof vests laying around the house. I assume these guys are not the types I would be friends with, anyway.

They are readily available, anyone can purchase them, even on Ebay.
