I believe it's an island off of South America but I havn't gotten that deep into it yet.
As far as the actors, people really only go to a few cities when they visit "Australia". Nobody visits 95% of the place. You could hire a few thousand to live in each city and it would be believable to the tourists.

The good ones probably do move on. Using it as a sort of minor leagues for crisis actors and intelligence agents would offset some of the cost.
